If you go to the demo of the Wagency theme which can be found on Themeforest https://demo26.atiframe.com/ and you scroll down to the Our Creative Team section and mouse over the images of the team members you see a nice mouse over effect.
I have the feeling it wouldn't be to complicated to do, but I haven't got a clue how to do it. A nice quick tutorial would be great :-)
